Financial Services / Dedicated team engagement / 18 months

A secure mobile banking platform that attracted 30,000 users in its first six months.

Following the merger of a Saudi financial banking company and a Dubai digital bank, the newly formed entity needed to harmonise two divergent technology stacks, define a unified business model, and launch a single mobile payment application that met regulatory requirements in both Saudi Arabia and the UAE. Eleco Technologies provided a dedicated engineering team of nine specialists for eighteen months, delivering a mobile banking application from scratch and supporting the post-merger integration through to launch.

What the organisation needed to solve

The merger created a complex integration challenge on three fronts simultaneously. Each bank had a different technology stack, making interoperability difficult to achieve without rebuilding core components. The two countries operated under distinct regulatory frameworks — both had to be satisfied before launch. And the teams being merged had different working cultures and processes, requiring careful change management alongside the technical work. The resulting product also had to be compelling enough to attract users in a competitive digital payments market.

How the platform addressed the problem

Eleco Technologies assembled a dedicated team of nine specialists — eight Java engineers and a compliance coordination layer — and built the mobile payment application from scratch using Java, Spring, SQL, AWS, Angular, and Kibana. The application supported password, PIN, and OTP authentication; fee-free peer-to-peer money transfers between users in Saudi Arabia and the UAE; and secure online payment capabilities. A governance framework was defined with the legal and compliance teams of both entities to satisfy regulatory requirements in both countries. Cross-functional groups spanning IT, operations, compliance, and finance ensured the integration stayed aligned with business needs throughout the eighteen-month programme.

Structured engineering delivery with clear team, timeline, and stack evidence.

Delivery approach

Provided a dedicated engineering team for a sustained eighteen-month programme rather than a short advisory engagement, ensuring continuity through a complex post-merger integration.

Coordinated with partner PM teams and operations so engineering delivery stayed aligned with product launch readiness and regulatory approval timelines in both Saudi Arabia and the UAE.

Focused the application on fast, fee-free peer-to-peer transactions as the core value proposition — a deliberate product decision that drove user adoption after launch.

Operational results that make the engagement commercially credible.

Delivered a unified mobile banking and payments application from scratch, integrating the technology stacks of two banks from different countries.

Achieved regulatory compliance across Saudi Arabia and the UAE through a structured governance framework developed with both entities' legal teams.

Attracted 30,000 users in the first six months after launch, validating the fee-free peer-to-peer transfer model as a competitive differentiator.

Increased the merged entity's EBITDA multiplier and market valuation by positioning it as a technology-enabled financial leader. Development costs were capitalised in the accounting system.

"This project was a real breakthrough for me as a developer. It was both challenging and rewarding to bring together two different systems into a cohesive whole. Our team's good communication and collaboration were crucial for achieving such successful outcomes."
